[Intel-wired-lan] [PATCH 7/8] libbpf: add API to get XSK/XDP caps

Add public xsk API to read supported XDP functions of a netdev:
 - XDP driver mode (SKB, DRV),
 - XSK bind mode (COPY, ZEROCOPY).
