[Intel-wired-lan] [PATCH net-next v1 1/6] ice: Enable RSS configure for AVF

Define new virtchnl message pair VIRTCHNL_OP_ADD/DEL_RSS_CFG for VF to
configure the RSS hash input for supported protocol fields.

Define the capability flag VIRTCHNL_VF_OFFLOAD_ADV_RSS_PF to query this
new RSS offload support before sending the new virtchnl message.
