Maintain 2.4.1 Bug Report from cutterd

This morning I responded to a report of laptop not being able to see the network. It turns out it was not recieving an IP from the DHCP server.

I did a search for the HW, and did not find it, so I added it to our dynamic area under the HMSC zone. Sveeral hours later, in a conversation with gaylon, he discovered the HW was listed twice. We have disable one of them in the static zone. However, during install, not only did it not find the HW address, but did not complain that it was already in use.

So possible bug? Missed HW address check.
