Any admin of a zone could define the contact address.  It would be desireable to not allow any zone updates unless a contact address is defined.  This would encourage the population of the contact addresses.  It would also be desireable to be able to send email to zone.nws at maintain.orst.edu which would be forwarded to the contact address of zone.nws.
