Upgrade script should work with smaller revisions

The upgrade script currently just works for major upgrades like 2.4 to 3.0.

However it is a much better idea to make it work for smaller changes too, modifying the revision number in the database each time. Then if you upgrade your version of Maintain, the upgrader would pop up telling you that there are a few changes to be made to your database.

This would make db changes a lot easier, for users and devs.

(Famous example of this behavior is by the way wordpress).
