Frederic Wenzel commented on MNT-1416:

Alternatively, the uninstall and disable scripts could have a force flag that the admin could set if he really, really, really wants to uninstall vital functionality without having to manually tweak the database. In some, very rare, cases this functionality might be needed.

> The current module system allows installing and uninstalling every single module.
> However, since more and more Maintain functionality is being implemented as a "module", some of this functionality will be vital to maintain working correctly. As useful as the module system is for writing a truly extensible piece of software, as bad the drawback would be if an admin uninstalled core Maintain functionality.
> People can always break stuff willingly, but "standard ways" like "modules.php -u" should not let them do that.
> Therefore, a new class Core_module, extending Module, with no additional methods will be implemented. Module uninstalling and disabling scripts will check if the triggered module is in fact a core module rather than a regular one and refuse removing it.
> By that, Maintain will not provide this means to break itself anymore "out of the box".
