How about we have a background process running (every minute, which is as short as it gets for cronjobs, or something similar), and this background process does in fact not run the backend, but just checks the "kickit queue"?

The regularly scheduled runs would just have to be put on that queue every 15 minutes or so.

Problem: The job would only run once a minute, which means "kick it" would not quite be "immediate" propagation.
