When logged in as a Zone Admin, if you try to edit or create a workgroup, you get this error:

"Access Denied! You are not authorized to access either Maintain or this particular zone. If you feel that you have reached this page in error contact your system administrator!"

In Maintain 2.4, we had it setup so that Zone Admins could modify a workgroup once it had been created, but could not create.  We decided later that that made no sense.  They can cause just as much trouble in modifying a workgroup as in creating one, so we might as well give them rights to do both.
