[osuosl-openpower] OpenStack Heat (Orchestration) service now enabled

All,

I've enabled the orchestration service (called Heat[1][2]) on the OpenStack
cluster which is similar to AWS CloudFormation. While this likely isn't
that useful to most of you, some will find this very useful. Please let me
know if you run into any problems using the Heat API.
