[osuosl-openpower] OS issues with openpower3

We just noticed that one of the hypervisors (openpower3) was having
problems due to a botched automatic minor OS upgrade. During the process of
fixing the issue it seems as though I accidentally shutdown all of the VMs
running on that machine. I just started all of those VMs back online.

Apologies for any issues this may have caused. I think this problem has
been resolved now.
