[osuosl-openpower] Maintenance: OpenStack Controller node being rebooted

All,

I need to do some emergency maintenance on the OpenStack controller node to
deal with some disk space issues. This should not affect any running VMs
but will impact the control plane for creating/deleting VMs while the node
is rebooting. In addition, access to the WebUI and private networks will be
down while the controller is being rebooted.

I need to reboot the controller node a couple of times to get this fix
completed so it will be down for around 20-30 minutes starting now. I will
send an email once all the services are back online.
