The CI system used by the LSB, and in part hosted at the LF in 
OR, Columbus OH (PMMan), and the Marist (s390x) on the East 
coats, had sufficient problems pulling content, that we set up 
a formal 'fail-over' look-aside archives, so that we did not 
get false failures due to problem with content retrieval

Particularly an AMZN Rt 53 problem was the driver to us taking 
the time to do the engineering, but erratic connectivity is 
part of life when pulling content from third-party sites, and 
needs to be 'engineered to'
