[powerdev-hosting] Low download speeds on OSU CI VMs

Hi Barry,

Slow network on Oregon State University VMs might be one of the issues we
are trying to resolve. I have a meeting with them and will talk to  them
today.
Apart from that we can definitely try alternatives like mirroring if it's
not too much trouble. Please let me know what needs to be done. Thank you!

Please keep me honest here.  It sounds like it isn't Power itself, but the
network (internet or intranet) causing the slowdown and failed Power
verifications?  Allen suggesting creating a mirror to pull the images from?
This isn't very complicated and may resolve the issue.

Our Blockchain builds on our CI systems are taking very long time compared
to other platforms, so we are
investigating where the bottleneck is. One observation we made is the
problem with download speed on these Power nodes.

Our builds are taking the longest of all the three platforms.
Z build: 45-50min
x86 build: 80-100min
Power: 120-130min

We are trying to see if slow network download speed could be one of the
