I'm not very familiar with that part but there are two ways to deal
with it:
- Unlock it by manually editing the EFS for instance with an
hexadecimal editor. I don't know how to do that but I know it's
possible.
- Unlock it on the stock distribution, before installing Replicant and
make sure that during the installation process, this unlock is kept.
The Galaxy Nexus installation guide has a section on that[1]:

This specific section needs to be added to other installation
procedure as well.
Here it seem to suggest that for the galaxy Nexus, it should work out
of the box and the only thing to do would be to backup the related
files.
There are also some bugreports[2][3] that might have some information
on the topic. I didn't have the time to dig into them yet.
