You are right. The idea behind this structure was to split the
installation instruction between multiple reusable pages:
- Before not all devices were using Heimdall. Future devices may not
have some Heimdall compatible protocol. This split of the
instructions enable to have an unified installation instruction
procedure for all the devices once the recovery is installed.
- It's also not always necessary to update the recovery if the
signature keys are the same.
