You cannot verify if a server you do not control runs free
software or not. About signal was is important is not which license the
software
on the server has. It is whether signal enables zero knowledge encryption.
Which signal does.

The data is zero knowledge encrypted which provides
privacy. On anonymity signal is terrible. You cannot use fictional phone
numbers. Phone
numbers open for various tracking options from adversaries who have
access to
resources. In some countries you cannot buy a sim card anonymously.
Therefore
signal is only for people who want encryption of data. But do not
require that
an adversary might be able to monitor that communication takes place.
