[Replicant] [libsamsung-ipc] Add various build tests

It would be good to bring back the nightly builds we had for the 6.0
0004 rc releases but now also the same system for replicant 4.2 and
replicant-11-dev. This would solve the issue you are having but we just
need a sysadmin and a server for that.
