[Replicant] [libsamsung-ipc] [PATCH 10/21] configure.ac: Add an option to use scripts/guix.scm's strict CFLAGS

Hi,

This patch has several issues:
- The strict-cflags.scm doesn't work in Guix due to guix build not
  patching the #!/usr/bin/env or setting up the build environment to
  have /usr/bin/env.
- It doesn't ship guix.scm nor strict-cflags.scm in the tarballs.

So I've pushed this serie without these two patches, that I'll fix
later on (they'll be part of a new serie).
