libre android sdk?

Greetings!

I recently became the new owner of a Motorola Droid phone, and I am
looking to begin developing applications for it (or at least compile
existing ones).  I went to <http://developer.android.com/sdk/> to
download the Android SDK, but I was presented with a EULA and decided
not to accept it.

Is there a free/libre version of the Android SDK available?  Or, is it
possible to develop/compile applications without the "SDK"?
