While I'm generally on board with the best possible compliance, I don't think
we're going to get very far trying to build everything in the repository
ourselves. This is not a GNU/Linux distribution, and I don't think that model
is necessarily the best one to follow. I think a better model is
addons.mozilla.org, where developers are allowed to create accounts and upload
addons themselves. Users would be responsible for providing accurate
information we couldn't pull from the APK (like source location & license info).
And we get the benefit of the DMCA's safe harbor, so if users supply incorrect
information, we can take down the app.
