I just checked the archives and noticed I didn't send my answer to the
list. So here it is.

There is an option in the Testing-menu.
Type *#*#4636#*#* in the Dialer.
In "Phone Info" you can set your preferred network type to WCDMA only.
I couldn't test if if really doesn't connect if there is no 3G
available. The tool still says "GSM service: In service" so I can't tell
if this would protect in any way.
About IMSI-Catcher-Catcher there is a post on xda[1] with further links.
That's something that might be achived on a higher level.
