No, you'll have to do the network unlock before installing Replicant.

Be sure to not only look at the aesthetics of the phone, but also test
it well to see if it's fully functional. One basic test provided by
Samsung in the default Android system is available by dialing *#0*#. Not
all functionality is covered by that test, though. It's always good to
ask for warranty from the seller, but this is especially important if
you can't test it before buying it.
