[Replicant] Free software driver for MALI GPUs?

I've just found the license. 
https://github.com/yuq/mesa-lima/blob/lima-17.3/docs/license.html

The license seems to be free. Still don't know if it's a legal 
requirement to abide by FAR 52.227-14 and DFAR252.227-7013 though and/or 
whether the readme has any weight in that regard.
