[seagrant-dev] Working Waterfronts test API

Hi all,

It's with great pleasure that I announce the creation of the Working
Waterfronts staging server! It's taken me *way* longer to set up than
expected due to some unforeseen circumstances; I appreciate your
patience.

The API is accessible here:

http://working-waterfronts-staging.osuosl.org/1/<endpoint>

Currently data entry is in progress, though it should be done soon.
You can currently enter hazards, images, and videos, while POIs and
categories are under review. There's currently no login information,
which is the last part of the entry interface we'll be stapling on.
